Not only are the HEPA bags but they are larger for more dirt (before changing) and are larger for increased airflow.So to test this we hooked up a airflow meter (measures vacuum airflow) tool to a Kirby and put the normal Kirby HEPA bags on it. With a hose the airflow meter pulled a 6.5 on the normal Kirby HEPA bag. With the 3M HEPA bags it pulled a 7.0 and had more airflow.
